How a foreign birth certificate can be recognized in Bulgaria

Where do you need to submit the document?
After the birth of the child and the issue of a foreign birth record/certificate, Bulgarian citizens must submit the legalized and translated document to the respective Bulgarian municipal administration.
It is important to know the following specifics of the legalization process:
The process of legalizing а birth record/certificate depends on the issuing country:
1. If the document is issued by a country with which the Republic of Bulgaria has a legal assistance treaty:
• The document should then “have the required details”, under the terms of the treaty between the two countries and the legal assistance treaty must explicitly mention the exemption from legalization of documents;
• In this case, the birth certificate only needs to be translated and the translation itself must be certified;
• This requires translation into Bulgarian, with the names of the child and parents in Bulgarian;
• The translation is then notarized, and the translator personally affixes their signature at the Notary office;

2. If the document is issued by a country which is a party to the Hague Convention.
• The document must be certified by affixing an Apostille certificate from the issuing country;
• Then it requires translation into Bulgarian, with the names of the child and parents in Bulgarian;
• The translation is then notarized, and the translator personally affixes their signature at the Notary office;

3. If the document is issued as a Multilingual standard form (multilingual birth certificate) by a country in the European Union.
• This means that the document is directly valid in the member states of the European Union without any need for validation or affixing an Apostille.
• The municipal administration, which will register the birth certificate and register the new citizens in the Population Register, has the right to request a translation of the document.
• In such case it is necessary to translate it into Bulgarian, with the names of the child and parents in Bulgarian;
• The translation is then notarized, and the translator personally affixes their signature at the Notary office;
• Bulgaria accedes to the Convention on the issue of multilingual extracts from civil status records on 18 December 2013;

4. If the document is issued by a country which is not a party to the Hague Convention and with which Bulgaria does not have a legal assistance treaty:
• The document must be certified by the Ministry of Foreign Affairs of the issuing country;
• The certification must then be verified by the Bulgarian diplomatic or consular mission in the country or in Bulgaria;
• Then the document needs to be translated into Bulgarian, with the names of the child and parents in Bulgarian;
• The translation is then notarized, and the translator personally affixes their signature at the Notary office;
Two steps to legalize a birth record/certificate:
Step №1: The legalized birth record/certificate issued abroad should be translated into Bulgarian;
Step №2: The translation of the legalized birth certificate issued abroad must be notarized, and the translator must sign it personally at the Notary office.
