The certification (the placement of an Apostille) represents legalization of the document by the competent authority in the country which issued the document. It is most frequently done by the Consular Department to the Ministry of Foreign Affairs in the country which issued the document or by the diplomatic or the consular representative office of the state – Party under the Convention (the Hague Convention of 1961).
